Sublime was a retcon, and a stupid one. Magneto's attacks, and the Brotherhood briefly conquering a nation lead to the creation of the Sentinels to defend humans. Magneto's career is one big self-fulfilling prophecy, his actions causes humans to hate and fear mutants, just like he suspected they would, creating an situation where his people 'need' him to lead and save them.

There were individuals who knew about mutants, the FBI, CIA and Hydra were all aware of mutants, but they weren't something the public knew about or believed in. After UXM #1, EVERYONE knew.
