Not really. The show seemed to have trouble deciding exactly what he was, and he quickly went from being the naive comedy sidekick to being desperately in love with the MC and having that become his sole defining trait. It was like they wanted to turn him into Fry but forgot what made Fry work.
Incidentally, Lucy seems like they wanted to make a new Bender but also forgot what made Bender work.

With Fry, it was a slow buildup to his infatuation with Leela. His initial character is being a 20th century loser adjusting to 30th century life and the show kept that as his focus for a while, and it was only once that part had run its course and he'd basically adjusted that they started focusing on his boner for Leela. Since he'd had enough time to develop his own character, he still managed to stand on his own without "likes Leela" becoming his sole defining trait. With Elfo, they rushed through that part so he never got the foundation Fry did, so his character doesn't really have anything to stand on.
With Bender, his initial characterization was that of a surly worker robot. He was a selfish jerk with little or no empathy but he's not outright evil. Despite his protests otherwise he does have a heart and does care for his friends. There are some episodes where he does just go full asshole, and it seems that's what they wanted to emulate with Lucy. The problem with that is that Lucy thus has no other characterization beyond "evil friend" and there's no real reason why anyone would put up with him.
The writers kind of botched their three main characters but somehow succeeded with Zog, whose character is pretty straightforward but as a result he doesn't stumble into the same problems the main characters do, where there's no clear grounding for them to work from.

Bender had clever jokes every episode, Luci is just an asshole.

Bender is only good in the pilot.
He's always a jerk, but he does care about Fry and the others. The problem is that just how much he cares about them tends to vary, and no matter what he always cares more about himself than he cares about them.
Even then he wasn't good, just had a brief moral crisis over suicide booths. He was still a jerk and a criminal.
I imagine she'd try to chew on her crotch a lot more even if the cone gets in the way

Elfo easily has the best voicework of the main three and is actually really good. Bean's VA is underacting, she's not putting nearly enough energy into her performance. Lucy is a mixed bag, sometimes it's good delivery but Eric Andre is making every line sound sarcastic. That could be bad direction though.
