Droopy is essentially the unstoppable toonforce user. He has no losses because he's never the aggressor. Goku would pick a fight with him, shoot a kamehameha wave at him, and then Goku pulls off his face to reveal he's Droopy. The Droopy that got hit with the beam looks surprised and pulls off his face to reveal he's Goku. Stuff like that would happen until Goku goes insane or he's chased off into the sunset by Beerus repeatedly and literally kicking his ass.

Goku in Super straight up starts fights and launches surprise attacks if he thinks the other person is strong. And this is after being told multiple times not to do it.

That very image. Goku is told Monaka is the strongest and that he can never fight him. The truth is that Monaka is weak and is just a delivery person that Beerus lied about being strong to motivate Goku to train. Goku wanting to fight him is ongoing and at one point he punches the guy in the face. Then there's the whole ToP. Regardless of the outcome, Goku didn't know what the Zenos were thinking and despite being told many times to not bother them he goes and bothers them for a tournament.

Goku also started the Black arc (somehow). Time travel makes it weird and Super does a really bad job of explaining it. Basically Zamasu learns to hate mortals and wants to kill them all. He doesn't try to do this until he fights Goku and gets angry about someone defying the gods' power. This also gives him the idea to steal Goku's body and start his anti-mortal campaign on Earth. And nobody wanted Goku to fight Zamasu. But he kept following Zamasu around and pestering him for it.

Yes because even when Bugs ultimately wins he gets bested a little bit like with the mobster boy harassing him for an Easter egg. Bugs had to aim him at Elmer to get rid of him. There's also the gremlin and Bugs wasn't even the aggressor in that.

Droopy was created by Tex Avery after he left Warner for MGM.
Droopy himself was a pastiche of Cecil Turtle, another Tex creation.
Cecil Turtle, in his classic form, was notable for always beating Bugs every time they came to blows.
