The scene feels smart but it also feels illogical.
Cap's whispering "Hail Hydra" to fucking Sitwell. This guy's at the top of "SHIELD" and theoretically, if Cap was in on the act, he'd know about it. And Rumlow and the others didn't know either. And if it were true, Pierce would have clued them in.
So, honestly, the real reaction I would have expected was another elevator fight.

Remembering how this exploded at the time never stops making me laugh. Maybe it was a slow news day or something. I thought this is the most comic book-y twist that will be proven false or rewritten or whatever in a couple years, how can anyone care

It went in waves. First this, then the Red Skull page, and then everyone forgot about the comic until Secret Empire began, where people forgot this wasn't really Captain America but a copy, so people were seething because they "turned him into a Nazi" while in the actual comic you could see his history getting rewritten and people getting ADDED into it. It was an amazing run for Spencer in terms of influence, even if it brought the worst out of all sides into the discussion.

This was two years before TWS, so HYDRA has time to realize Cap is not a part of them and they have Bucky gun him down when he’s least expecting it.
Wanda and Pietro are never experimented on by the scepter. Sam never becomes the Falcon. Scott Lang never joins the Avengers. AoU and Civil War never happen.
When Thanos attacks, the Avengers are still together but the team is only Iron Man, Thor, Hulk, Black Widow and Rhodey with help from Doctor Strange. The Wakandans mind their own business. Peter was never given a chance to meet any of the Avengers.

Hydra has a dedicated in-house brainwashing program, even in the MCU. The idea that Cap has been turned isn't impossible.

And you are ignoring the greater context: if Cap KNEW that Hydra had infiltrated shield and WASN'T cool with it, none of his actions up until that point made any sense. Remember, those guys think this is the same cap that just got done fighting Loki and has no problems with SHIELD at all.

Believing that Cap had been turned and it was a secret they were not previously privy too was simply more likely to them than this being some kind of doppleganger with future knowledge.

It's Steve using Hydra's methods against them. Hydra is schemes within schemes within schemes, ulterior motives hiding behind everything, nobody knows the whole picture, no one knows how deep the rabbit hole goes, nobody knows who is and isn't involved. Anyone could be a Hydra agent, you never know. That's their whole schtick. And Cap's been dealing with their shit for like a decade at this point. You're also forgetting that Cap is actually a Charisma build, so when he says to someone basically "Don't worry, you can trust me." he's already 70% of the way into their knickers.

And, of course, he'll show up everywhere else in the Marvel comics too, making it even harder to ignore. It's easier to take the long view after the fact.
