Personally I felt she fit in better thematically/tonally than Babs does as Batgirl. E
The only two characters in the Batfam without that initial dark motivation are Babs and Tim; who were intentionally created to be lighthearted departures that become vigilantes out of altruism rather than vengeance, sure, but it will always set them apart.
And the fandom notices this, and shits on Tim all the time for not really having a place. But Babs gets a pass on it because muh red haired big titty waifu.

She's one of the few members of the Batfamily that fits the consistent tone of pushing physical and mental limits at any cost to protect Gotham. She's essentially female waifu Bruce Wayne without the baggage of MUH PARENTS and the red siren of the no-kill rule blaring in the reader's ear at every opportunity. Other characters like Babs, Tim, and that blonde one we don't talk about don't connect as well because their lighthearted, flippant nature is a complete contrast to what most writers want to do with Bat books. Cassandra is a "have your cake and eat it too".

There's a lot of the Puckett/Scott run that has little moments of Cass being a Shonen protagonist to some poor villain. Take for example Shadow Thief here.

She toys with him before the point comes where she almost kills him (Babs turns off his powers). And that's when Steph finds Cass freaking out of her mind that she killed someone again, before Steph saves Shadow Thief.

There's other moments where Cass gets bested good. Then round 2 she owns the fuck out of them. A trickshot shooter or the Brotherhood of Evil.
