As those anons have pointed out, it all goes down to "how far is the Joker willing to go?"
If the Joker just keeps his trickster act, either Spidey webs him up and call it a day, or outjokes him and makes Joker lose his temper, is which case he becomes an easy target just like Batman Beyond showed us.

But the moment Joker crosses THE line, Pete just punch his head clean off. Remember what he did to Fisk? Now imagine that being done to someone who doesn't have any superhuman capabilities. Also, Pete isn't as autistic as Batman about his "no kill" rule. Joker would be deader than dead.

Spider-Man isn't a good matchup for Joker. I'm willing to say that Joker can oly be a villain to Batman, and just because of the latter autistic enforcement of the "no kill" rule.
Also, Joker sticks around playing catch with Batman because he think it's fun. Batsy is always 100% serious, trying to unveil his shenanigans with detective skills or whatever.
