Homelander is more or less a superman clone. super strength, laser vision, flight, heightened senses, etc. If he gets in a tangle with Steven, it will be a game of rocket tag for the latter. If Steven can keep his defenses up, he should be able to outlast Homelander's blows long enough to try and get a word in, but that's where things get very sketchy. Steven lowered his shield when he saw Spinel crying and breaking down. Homelander is incredibly manipulative and capable of fostering an image for superficiality's sake. If he can fool Steven into thinking he's gotten through to him, Steven's mincemeat.

We just don't know. It certainly telling that timeskip Steven didn't even really flinch from Spinel's attacks at the end of the movie. If we assume he's diamond tier he might be hardy enough to not get violently torn to shreds by him. Although if Steven always kept his defenses up Home lander probably wouldn't get to him, and he's got more shield constructs now than just the bubble, spiked bubble and rose shield now. He can do those weird blocky shields now which basically shrugged off white diamond.

Having said that I feel like Steven's talk no Jutsu is directly proportional to his ability to avoid the conflict. And I think Kaguya's reality warping powers would outperform even Steven's best kit so he certainly wouldn't be left alive long enough for Steven to try to have a heart to heart, unless he fell asleep somewhere safe and then jumped into her mind like the Diamonds.
