It's kind of hard to explain if you're not into it, but I'll try.
For starters, you can't look at the scene in a vacuum. You thought it was some weird, depraved thing because of it's reputation, then were disappointed when Kaa didn't DP Mowgli with his tail.
But compare the scene to others like it in cartoons. For one, the Kaa scenes are VERY drawn out. Hypnotism and vore in kids cartoons is usually a five second affair, a quick "Bing! You're hypnotized!" Both the Kaa encounters, the second especially, shows it as a long, drawn out, seductive process with an air of unease and danger. The only scene I can think of that's comparable is the Oban Star Racers scene, and that's WAY more obscure than a Disney flick.
(And, of course, being a Disney movie means that a LOT more impressionable kids saw it.)
Second, Kaa is VERY touchy feely with Mowgli, especially the second time around. His tail caresses, grasps, and controls the kid completely. And Mowgli, being so headstrong, is never scared. Therefore, it's never scary for the kid watching and self inserting.
Finally, Mowgli's big, dumb grin. It was like an advertisement saying "All this stuff? It's fun and feels good!"
