If you got a bad ass enough computer, you can get the mods Repopulate New Vegas, Populated strip, and The Strip is Open and get it pretty close to that. Mine wasn't bad ass enough I crashed my computer trying it.

yeah, I had ambient city sounds mod and loads of NPC's and it looked alive but interaction was just not there, you know not alive. killed the atmosphere. so I only really did the quests. The Stip needed more little quests to make it feel more alive. since most of them where in Freeside.
