That's never happened though. In Carnage's debut it took Venom, Spider-Man and some of the Fantastic Four to stop him. In Maximum Carnage it took a whole team including Captain America and all the positive energy from every citizen of New York. In Carnage Unleashed it took a distraction and petrol bombing mid-fight to make Carnage retreat. In Venom vs Carnage it took Spider-Man, Black Cat and Toxin where he just escaped again.In Carnage U.S.A, it took most of the New Avengers, Spider-Man, Venom and some Zoo animals to stop him. In Minimum Carnage it took both Agent Venom and Scarlet Spider to stop him. In Carnage's own comic, Brock couldn't do shit to Carnage with the Toxin suit, it took some ancient magic to stop him.
The closest Venom came to stopping Carnage was a three page back up story where Venom confronted a depowered and restrained Cletus and ripped the suit from inside his body to eat it. This was a massive mistake that got a Negative Zone retcon that everyone pretends never happened. Venom has never managed to beat the shit out of Carnage. Hell, unless your name is the Sentry, no-one has ever beaten the shit out of Carnage in a one on one fight. Even Sam Nova required an assist from a semi truck.

It's unclear, Dark Carnage seemed to infect him with one of the grunt symbiotes, but it seemed to mix with the carnage symbiote remnants still in him, turning him into full on Carnage. A similar situation happened in Venom Inc when Lee Price spit part of the Mania symbiote onto Gargan, and while most of his minions just had a symbiote face mask, Gargan turned into a full on symbiote scorpion thing.

To be fair to the writer, he's directly referencing the times Ghost Rider has tried to use the penance stare on Venom in the past. For some reason the symbiote has always screwed it up. Happened in Redbolts too with Agent Venom.
My only guess is because you're trying to do it to two beings at once confuses the penance stare? Or because the symbiote can see out of all of its body at once, so it can like, look away or something?
I know I'm stretching here trying to explain what's admittedly a pretty weak excuse

Really happy to Carnage to be honest. He's put the work in over the last 20 years, surviving on nothing but limited series with his own name attached to them. No big events, no major crossovers, no arcs in Spider-Man (I see 'Go Down Swinging' as an Osborn arc myself.)
To see him finally back in the mainstream, selling as well as he is in a book that so far isn't your usual event tripe, its actually heartwarming. Based Red Venom finally getting him some of that spotlight.
