Bane and Flashpoint Thomas Wayne have taken over Gotham, and Monstertown's been around for a couple years, but they haven't really done much. Tl;dr is, Dr. Strange released a new mutagenic gas that creates monsters, with the idea that he would swoop in as Batman to save the day. The Bats took him down like usual, but Monstertown's quarantined into the foreseeable future due to the risk of contagion.
