Because it's much closer and practical to eat there and leave for work/school.
Dining room is for more formal meals or the literal dinner when everybody has time to stop and reflect on the day.
It's a rather outdated compartimentalization of the daily life architecture.

This is a line that you would usually hear a woman say, and it would make sense because after showers they often put their hair up in a towel and it covers their ears. So the joke is that the line is being used in a different way than usual that makes it not make sense. As an in-universe explanation for why he would say that, Homer has probably heard the line before without understanding what it's supposed to mean.

Chuck lost the Feed n Seed to Sneed in a game of Mystery Date. Even though it was a drunken wager, Chuck insisted that Sneed honor their bet. Sneed keeps Chuck's name on the sign as a form of gratitude.

The joke is that the scene prior is Marge missing the phone call because she was in the shower, so they repeat the setup with Homer at work for the absurdity. Him telling them to speak up because he's wearing a towel further cements the absurdist nature of the joke, as it has no bearing on whether or not he can hear them clearly.
