Because the execs at Disney and Nickelodeon want to market towards girls too. Shows aren't nearly as masculine as they used to be. Sometimes thats okay, having a strong female character in a show that caters towards boys, like Katara from Avatar, actually makes the show better. But that's also a show for older children and teens. Tons of kids shows nowadays are either girl-centric or cater to both, so there's a lack of "cool" make action characters that are memorable.

Personally I feel it’s a non-issue. Comics, anime, live action television and movies, video games, kids can just focus their attention elsewhere besides cartoons if they’re looking for tough male heroes.
