The war on Earth was a standard rebellion that they were confident was under control until Pink was shattered. After that they simply nuked the planet and left so the cluster could incubate. After that, they stopped caring about the Crystal Gems. As far as they were concerned they were no longer a threat to anyone.

The Lapis Lazulis is a more solid plan, but makes a good point. If they can't see the tactical advantages of hetero fusion, or hold it taboo enough not to utilize it, I'm pretty sure teaching a coven of water witches to kill planets is outside of their comfort zone.

Dropping like two dozen Spinels onto a planet should be a last resort, similar to glassing it from orbit (but less merciful). In the best case they tear it up, and in the worse case the enemy is saddled with an annoying best friend for all eternity

Spinel's aren't effective as infantry units before they've had their hearts shattered.

The best course of action in getting your spinel's to destroy your enemy is to launch them in from orbit right after their born. Wait for them to find a friend and then have that friend disappeared so that the spinel will grow hateful and want revenge on whatever they perceive as the cause of their disappearance (in any case the world will still be destroyed)

Spinels were made to be jesters. They likely thought they'd be useless for combat when they already had tried and true soldiers in the form of rose quartz, amethysts, jaspers and topaz.

Pretty much this. Spinel only dropped onto Earth and reset the Crystal Gems because she had a personal vendetta, and don't forget she had the element of surprise. Spinels aren't fucking supersoldiers, they're toys.

Spinel only got the drop on the cgs because they didn't know how she fought. And she had a weapon that she was somehow comfortable using despite never seeming to display any combat prowess. Once she was fighting them again and had no weapon, she got her ass handed to her, which could be literal because she's a noodle. She could still throw some hands tho, but steven's bubbles easily made him able to defend himself.

Maybe rare gems like Aquamarines, Emeralds and Spinels either need an ideal environment to incubate in, or draw out a huge amount of energy from the colonized planet.
Pearl did say that Spinel had an exceptional cut of Gem, which means she might be rare. Figures, the Diamonds wouldn’t settle for anything less than perfect for their little brat’s plaything.
It also explains why they would give the rarer ones positions around the Diamonds, or honours like commander, general, etc.
They’re just too precious to bother fighting, so they have to be protected by more common, but more stupid muscle, like Quartzes.
And maybe they need a special Kindergarten like Jaspers or Amethysts, with special types of soil and stone to draw energy from.

People confuse flash for power. Every gem bodies the crystal gems because the crystal gems are low tier as fuck. Spinel is not powerful, she is only doing the shapeshift thing all gems do with a lot of flash. Lapis is not powerful, she is only moving water around.

Think Dragon Ball Z, Vegeta can blow up a planet with his galick gun, but gets bodied by frieza like he is a pile of shit. Piccolo can blow up a moon, but is far more capable of fending Frieza off. Conversely, Goku can't blow up anything, but actually beats Frieza. Because power levels. If X is less powerful than Y, then their repertoire of moves doesn't matter, they lose.

You're assigning a lot of shit to Spinels as a whole based on what we've seen of ONE. That's like thinking all diamonds are like Pink, or all Amethysts are like the one in the Crystal Gems, or thinking all humans are like Greg. A sample size of one is not enough to build anything on.
