I know plenty of people that rant about being bullied in HS on social media. They weren't bullied, they were assholes and people didn't like being around them. They got treated in kind to how they treated others.
Genuine psychopath bullies are really god damn rare. Most of that shit is kids figuring out how to be adults, and when adults are still complaining about that phase of life (like OP) I tend to think they are the one who didn't mature properly.

Bullies do end up feeling bad about how they acted. Being a bully is no different than being a catty gossip. It's FUN to put people down, and it's easy to get carried away with it, not caring about how the people you're putting down or beating up feel about it. Especially when you're a kid and your brain isn't fully developed and you don't realize you've been doing the same shit for years and how that's different than just doing it the one time (see also: many of our resident shitposters).
Nah. People don't change. They grow up, but they don't change. The reasons people act the way they do aren't obvious even to the people doing it. You can be a good person doing bad things simply because you're not mature enough to realize why they're bad. Actual bad people are rare and usually end up in either prison or law enforcement.
