The Tallest are dumb as hell, but Irkens as a whole have top notch weaponry and very effective soldiers aside from the rare exception like Zim. It only takes a single invader to conquer a whole planet. All they'd have to do is send an invader to homeworld or even just bombard the place with the Massive in order to win.
