Definitely Norton. It might be unfair to Ruffalo, because a big part of Banner's character is that he's on the run and has no one to turn to. But, regardless, Ruffalo's Banner never has that threat. He's never tired, hungry or humiliated. Bixby had the problem that, for a t.v series, he had to become hulk in every episode and Norton is just a better actor than Bana.

Marvel executives hated the edit and ordered a new one, with more action and less dialogue and character development—the latter two were largely Norton's focus. Marvel so resented Norton's meddling that when it came time to bring the Hulk back to the big screen as part of The Avengers, the role was given to Mark Ruffalo.
