It’s not so much allowing creative freedom as it is wanting to make sure it expands along the one sanctioned path they ordain. Again, they’ve just gotten more anal about the amount liberty the comics have since the show started. Disney has never liked the idea that one of their characters could ever be tied to a name that wasn’t theirs. It’s why all the people who wrote the old comics had to do so anonymously. You can’t really get away with doing that for people working on a modern cartoon though.

It was the brainchild of Kevin Hopps and Todd Shelton, two extremely not-Jewish writers that had tons of experience on Disney stuff at that point and thus were the guys that really really really should have fucking known better. But somehow they got to talking and convinced themselves that modernizing HDL as Radical Kids was the best possible thing to do with the ducks.

It's comforting to think that it was out-of-touch businessmen making demands, but they were apparently giddy with how good their idea was at the time. Two seasoned Disney afternoon writers, talking one another into believing HDL but, like, for the 90s was a good idea.

Well she's based (in part) on a character from The Brothers Bloom. The DT writers had been talking about how the original Webby was going to grow up in the manor and they should do something with the idea that she'd been living there alone with Beakley for years. Someone on the staff had seen The Brothers Bloom and remembered that one of the main characters was a girl that had grown up in a mansion, unable to leave because she (incorrectly) thought she was allergic to fucking everything, and had become hypercompetent at a ton of shit but had the social skills of an egg.

The DuckTales writers never said they want to keep her a friendless socially awkward loser forever, but they started with the idea that she'd grown up in the manor, and it made sense that a kid growing up alone in that environment would be both hyper-capable and a social disaster. We get to watch her starting to grow out of the latter bit.
