YD explained pretty early on in the movie that she was dismantling her military.
She had hardware to conquer/colonize/terraform *dozens* of planets. You can't get rid of all that shit in two years unless you just huck it into a sun; dismantling/repurposing it all would take decades or more.
It's rather plausible Spinel warped out of the garden, found a storage bunker on Homeworld with a bunch of gnarley shit including that big bottle of planet killer and an injector. The rejuvenator makes sense too since she was from a very bygone era and would recognize it/know what it does (Bismuth was the only other person aware of what it did and...I wanna say she's one of the older gems?)
...Or if you need a better explanation: Pink Diamond was just ready to receive her own colony and Spinel was with her up until she was abandoned. PD probably got a master class on colonization tools like the Injector and even the rejuvenator if her subordinates got out of line and therefore Spinel would have knowledge of them and she was clearly hurt and desperate enough to bring in the big guns the moment she got to earth.
Which was pretty fast after Steven's message. The timing is a ...little wonky, but Spinel certainly had the element of surprise going in so I don't think it's TOO much of a stretch especially if nobody was really guarding any of this shit (because of the dismantling efforts/lack of any known enemies.)

The injector is the bigger question. They said that Rejuvinators are used to keep gems in line, it could have been in the garden in case Spinel snaps so that PD can reset her.
I'm just guessing she made her way to the next, bigger Gem homebase and picked up the Injector.

It's implied (in a horribly shit fashion) that the galaxy warp takes quite some time to beam steven from homeworld back to earth. Mainly because Spinel said she had steven's recording on loop, and it's shown that she wasn't fully batshit angry when it aired. It just slowly broke her more and more as she went around learning about the crystal gems, getting rose's stash of weapons she never used, and then travelling to earth using the drill as a ship. And it's already established from Lars's space adventures (which we only get a glimpse at) that space travel on a standard gem ship takes fucking ages, but is apparently quicker than using a warp pad.
my theory is spinel's are assassin class gems, when she pulled out that scythe it came out like a gem specific weapon. Spienl's probably were sent out to planets to clear the hostiles out like saiyans before they started hollowing them out for gem colonies
I'm not really positing anything serious, but maybe Spinel just really hated weeds. Someone had to take care of the garden, and it went to shit while Spinel was standing still.
On a side note, I could picture a short of her trying to weed a dandelion before Pink shows up. She'd try everything to get rid of it, including ineffectually slashing at it with the rejuvenator. At the end, she'd blow her horn finger and have the injector orbit in from the other side of the asteroid to nuke the thing. It'd still be fine

But even if you take all of that into consideration, you have to realize that besides getting all of those instruments, she also learned how to use her stretchy powers for fighting after not moving for 6000 years. And all in the course of one morning.
The fact that they made it so all the events of the movie happen in less than 24 hours makes the plot extremely stupid. The fact that Spinel beat the crystal gems, who have fought to protect the earth for 5000 years, after not doing anything for 6000 years, is really, really stupid.
They should have made it so that she received the message of Pink´s death 2 years before the events of the movie. That would have made sense, 2 years is enough for her to get everything. But no, they couldn´t do that.

She was running on unbridled rage and frustration and just let loose on the people she hated; the only reason she managed to get as far as she did before Steven put her down was because of her insanity and the sheer element of surprise.
The CGs hadn't fought anybody in over two years--Amethyst herself said she was rusty and they had NEVER seen anybody using rubbery noodle cartoon physics against them, let alone fought that crazy shit. Onion with a duplicator gave them a work out because of how crazy that situation was; same logic applies here.
They got hit hard and fast but with their combined shit gotten together they kicked her ass in less time than she did to them, and even during the second fight the CGs were ...sort of holding back and not going in for a shattering.
No quintuple Obsidian fusion, not even a single fusion, they just tag teamed her in a few minutes to try to get her to stop. And then Steven just outlasted her final piteous tantrum to get her to calm down.
As much as I enjoyed the movie, pretty much this. All the flaws with Steven Universe proper are present and accounted for in the movie. The SU crew treat the overarching details of their work as an afterthought. Then when don’t get it they pull that “its ambiguous” bullshit.

Also, they didn't even establish a galay warp pad until after steven came back. He shows up on the regular short ranged warp. That could explain the time difference easily because "oh hurr durr did something it wasn't meant to do so it took longer for him to get home. So what was seconds for steven was a few months for everyone else!" but apparently that's asking too much from the crew. just like how asking for spinel to be hugged was too much.
