Fosters' main problem was at it's core, a "feels/heart" show, not a humour show like every other CN original at the time, unfortunately, the only time they show this is during the Pilot and the specials

I feel the opposite, the specials and to an extent season 1 eps felt similar to what Fosters was originally going to be, but CN probably thought that if kids/parents wanted to watch a "feels/heart" show, they'll watch something on Disney. That's why Cheese and Goo were created and Bloo's character got derailed
