Alright, let me level with you OP. Your skeleton idea isn't inherently bad, but you're going to need to change it in several ways before it becomes a realistic possibility.
First, you need a script, and if people are telling you its needlessly edgy, your goal should be to find out what you want to say (even if its dark) and communicate that honestly. Take some writing classes and learn to cut down on your prose until you either have one very good script for a short, a decent script for a pilot and an outline for a series of episodes that have a definite number of stories you'll go for before ending it, and you just need to make it a good sell.
Second, your art isn't up to snuff if you're trying to make a dark story. Either put in the time to get better, or just pay a character designer (protip, get one who can make model sheets, you want design work, not explicit illustration), then either pay them to make board or go as far as getting multiple storyboarders and work with them diligently to make an animatic. Do some rough voicework yourself just to fill in the board, and try to find some voice actors. Male VA's are everywhere, female VA's are usually pricier if they're any good. But an animatic will be the foundation for the short you want to make.
Then scout out some animators and ask for their rates (it varies from animator to animator, but I would strongly recommend you find some independent school animators willing to work for less who specialize in limited animation.) and just work until you have a budget you can pay them for with a deadline. You're also going to want to get a producer, just someone who can keep track of what everyone's doing and do small production work like editing stuff together or even sound design.
Expect at best for this to take 6-8 months until completion. Put it up and make some supplemental material for advertising, like small comics or even teaser animation, and once people know you exist the rest becomes easier.
also just need to add, this is coming from someone who has done this several times with several anons as a freelance animator/boarder and basically gone from poverty to middle class living off it. It works, there's a good market of artists looking for work and people trying to find people to make their work for them. The hard part is just coming up with the initial money, but you don't need to be rich to make animation. I've worked on a project with a couple thousand as the total budget. If you have a job and can save up, and continue working while the producer delineates all the tasks, and assuming you put in the work for a good foundation by making a good script (the perfect time to hunker down with a day job) you can get an animated short out in a year.
Don't be a quitter, if you really believe in your vision, just have the humility to accept the faults so you can improve on them and make it better, and the will to see it through by working smart.
