Technically no, you see all of the Z fighters are only really around building level physically but they can augment their states by using ki. Remember that famous seen where Krillin hit Goku with a rock, the reason Goku was hurt by that was because Goku wasn't focusing making him take damage. If Krillin puts all of his Ki into his hand he could easily punch a planet in half but without using Ki he can't.

There not very good at tiering Comic Book characters because there "too inconsistent" for them. They will not give Black Bolt any of his better feats, they just level him at Large Planet level (without his voice) and Massively Hypersonic+ unless traveling because Marvel handbooks put him at the same speed as Spider-Man. Even through he has fought people like The Hulk, Thor and Gladiator (all are either Multi - Solar System level or Solar System level with MFTL+ fighting speed) before and held his own.

Because Krillin’s Planet Level feat (cutting Freeza’s tail) worked for the same reason Piccolo’s special beam canon worked, because of tightening the surface area.
