Can't help but be, Black Panther 2 could have delivered the same kind of impactful political message that Captain America the Winter Soldier did. Africa can't continue being portrayed as this place full of people with no ability to amend their circumstances, there is a way, just not a will where it counts. By rejecting and defeating a character who wants to wilfully drag the country down for the benefit of the elite class the movie could have sent a powerful message.

Thing is, Coogler confirmed Klaue isn't coming back and with the way they killed him off (good ol' bullet to the chest), it's hard to justify him coming back as a sound ghost. It's such a shame considering the nature of the character, the fact they casted Andy Serkis, how entertaining he was in the role, and how it seemed like they were building him up after his small role in AoU. But apparently none of that matters since bringing him back sounds like a no-brainer after all that shit, because he's killed off for real because MCU has a boner for killing villains off before they can reach their full potential.

Space and Magic focuses will always keep things in the big leagues. The MCU has outgrown any chance of street level villains having any overarching influence.

Doctor Doom would be great as he's a villain that would gradually grow more powerful as films progress, and he's pulled enough bullshit out of his ass in the past that he can always be as strong as the plot demands.
Magneto (Again) or Apocolypse (Again) would both be fantastic options to bring mutants into the mix.
Galactus if they want another galactic world ending threat.
Mephisto or Dormammu full on if they want to do something mystical instead of sci-fi.
Shuma-Gorath if they actually grow some balls and do some cosmic horror shit.
