Guessing that the damage to the injector that made it spill the toxin out meant that its delivery wasn't nearly as efficient as injecting it all, localising the immediate damage to Beach City.

With some effort in the coming hours, the damage could be ringed and localised. Or there's the possibility of it being addressed in future series, which The Sucrose has shown interest in making.

My theory is that years of the Gems forcing Steven to piss outside, as well as his waste mixing into sewage has made Beach City the worst possible place to inject the poison. There's just too much magical bodily fluids in it for the poison to go off without a hitch.
