There was a biography of the JL in Johns JL run too. The villain in OP's image was the writer of that biography. He goes full retard because his family died and the JL weren't there to protect them or some shit. There's some stupid shit with ghosts or something, and then he just starts fucking with the JL.

The story was exceptional in how dogshit it was.
