If the hair looks like that and doesn't flow or look like it's a natural part of their fur then it just looks like a wig or a human cosplaying as an animal
As much as I detest the fucking Lion King cartoon and all it stands for, it did right with the hair.
BUT..
That can work well but the hair needs to be toned down and made the same color as the fur. It looks less striking.

It usually looks borderline uncanny valley, and it's usually put on character designs that already look pretty bad. The more the design emphasizes the fur-ness of the fur the worse it looks. You pic is a particularly bad example.
Fur which evokes the shape of hair is pretty good.

Depends on how anthro the character is. Bipeds shouldn't have human hair, and NO anthros should have mustaches and beards. That's a super-homo giveaway right there.

Shit, I meant QUADRUPEDS shouldn't have human hair. Bipeds can go either way (HAH!), but If they're beastly (humped shoulders, longer arms and could easily go either biped or quadruped to suit the situation), no human hair. Totally upright...ok, hair at the discretion of the artist.
