IMHO Vision can feel emotions only in Wanda's realm. I think the dimension Wanda creates is an elaborate substitute for the mind stone. Note that Wanda felt Vision "dreaming" when she touched the cradle in AoU, BEFORE Stark/Banner/Thor bought Vision to life.
Vision = Mind Stone + Chaos Magic
Scarlet Witch = Chaos Magic + Mind Stone
With Vision there is the motif of his monochrome form representing the absence of emotion. The Chaos Magic eminates from the television and bathes Vision and Wanda in colour. Colour = Emotion. The shadows cast by the chaos magic are their true selves.
Thus, in the real world Wanda and Vision cannot ever be together, but in the pocket dimension/realm/reality they can.
It's likely Wanda was "helped" in this by Chthon, who likely wants to push her deeper into the fantasy realm as her real life gets more and more shit, closer and closer to him.
As things get worse, the Chthon part of Wanda will start to try to take over, and the sitcom world will turn into a demonic hell-scape of N'garai and scary shit.
The nosey neighbour is perhaps Agatha Harkness, or Chthon, or Wanda's subconscious trying to figure it all out.
