What really justified Arthur's decision to punch her is her Self-Aware Commentary. Meaning that she knows she's a little girl so she will get away with anything because "I'm just a kid!" to quote her. She deserved it and frankly she deserved more.
Female characters in general get very annoying because they never suffer for all the bad things they do. And that crap bothered me since Terra in Teen Titans (basically destroyed a whole city and once restored pretends she never did anything wrong or caused destruction of the city and settles down in the same city she terrorized and no one goes to arrest her? Bullshit). Yeah Female Characters are shit, and worse are their defenders the white knight faggots.

If we're honest Arthur was always a shitty gay s o y boy cartoon. I never liked it not even years back. For the same reason I hated Doug by Nickelodeon, I hated how much of a pussy Arthur was for the most part. I especially hated the episode with him getting a new puppy which he got via babysitting a female dog who behaved like shit towards him despite he doing every single thing a responsible person needed to do to babysit an animal. So yeah if you ask me Arthur was a horrible show and one of the worst ones you could use to teach any values. All it teaches boys is to be future simps.
And this was an old episode long before they allowed Gay Mariage shit.
