I don't think that cartoons really have an equivalent. Because of how the west treats cartoons, there really can't be one.

Evangelion was a landmark show that came at just the right time, hit a largely untapped cultural moment, and did so in such a way that for better or for worse people have been talking about it nonstop ever since. It triggered a wave of imitators trying to ride its coat tails, changed how a lot of previously established anime tropes got used and invented a couple new ones. You can basically write a college essay on just the last 5 minutes of the movie and what it means.
Love it or hate it, its about as immediately recognizeable and known there as Star Wars is for us.

Western cartoons don't have anything that approaches that, because for us to have an equivalent show the west would have to give way more of a shit about cartoons in general in the first place. No western cartoon has that sort of cultural impact because our culture doesn't give enough of a shit about cartoons to care.

You could maybe argue that Watchmen was something similar for comics, but if we limit ourselves specific to cartoons we got nothing. Even our most memorable cartoons (probably one of the disney movies) are basically fluff. Which doesn't mean that we don't have good cartoons too, but none of them have the sort of impact and following needed to compare.

Eva is a more personal story than Watchmen is. Watchmen was mostly noteworthy for how atypical it was for the genre and portraying superheroes in a very different way, but its largely a plot-driven story.

Evangelion is a very character focused story, to the point that its success resulted in a fundamental shift in how anime marketed its characters as a product to audiences. But this also means that if the characters don't resonate with you, you are going to find Evangelion immensely frustrating or uninteresting. Anyone who watches Eva purely for the robot fights is going to be frustrated by everything else in the way, because this isn't a Mazinger or Gundam sort of show.

Really shouldn't count as a cartoon.

A show that changed the modern cartoon landscape. A lot of people shit on the edgy psychology of the characters and the vapid Christian imagery, but when Eva came out, it was revolutionary. Revolutionary in what terms? Well, in several ways that could very well have a book written on the subject.

In short, Eva changed anime forever and the timeline of anime history could very well be viewed as pre and post Eva. What western cartoon has done this?

The manga puts the author's waifu before the themes of the story.

It leans heavily into Reifaggotry, largely missing the point that Asuka's entire character and backstory is built as a mirror for Shinji's situation, but where Shinji focused the blame inward Asuka projected the blame outward. There's a reason why Rei virtually stops interacting with the main cast after Asuka shows up in the show, and why End of Evangelion begins and ends with Asuka and Shinji.

Giving Rei some more character development isn't a bad idea in itself, but the manga takes that focus too far and its to the detriment of the overall story.

The only western cartoon with comparable reach, depth, lasting effect on the industry and it's future would have to be Batman The Animated Series. Everything from tropes to imitators to raising the bar of the mediun exponantially at it's time of existence are all similarities the two shows share.
