The animation is really good in general. It was an innovative attempt to meld 2d animation with 3d graphics and honestly pulled it off much better than most films that have tried that. Having the interiors of the ships rendered in 3d gave them a much higher degree of detail than we usually see in western cartoons and having the Dreg be rendered entirely in 3d gave them an otherworldly look that set them apart from the rest of the aliens.
They may have been entirely one-dimensional haha as villains, but damn were they ever intimidating and cool looking to me as a kid. What other animated flick had the bad guys blow up Earth in the first 5 minutes and shoot up the protagonist in the first 15 minutes?
