No cape. He's far enough removed from "classic" Batman without it and his own thing. With the cape, he looks more like he's trying to be old Batman and not his own Batself.

The whole design works best capeless with a slim Terry.
A burly Beyond outfit just lacks the same sleekness which is the whole appeal, it's better with a cape but still kind of just a lesser vanilla suit.
