The popularity of Zutara comes from the "Good girl wants bad boys" cliche more than anything, if Zuko had been female shipping with Sokka wouldn't have anywhere near the same appeal to people, and the opposites attract thing would apply way more to Aang than Sokka in this case.
And if being female is the one change to Zuko then the character will be focused on getting Aang for most of the show which already leads to a ton of shipping fodder while they're both dudes.
Like I'm sure people would ship it but with Sokka's own love interests and Zuko's focus on Aang, it would be a niche ship at best.

I've only read one other story in which a female protagonist was as obsessed as Zuko about restoring her honor, and I really liked her, so I'm guessing that a fem!Zuko would be a pretty interesting character. They could go in a different direction, but aside from small differences in character interactions I think that Zuka(?) would be pretty much the same. Her getting beaten up and failing constantly would be perceived as more tragic, for example.
