Having the right backstory for a ring doesn't necessarily make one deserving of one, otherwise most of the JL would have green rings of their own.
The rings select their users more or less at random from all viable candidates. Sometimes simple factors like proximity take precedent. Both Hal and Guy were the most fitting choice for a Green Lantern and Hal got his first simply because he was closest to Abin Sur.
