Personally, it depends how much crime there is.

You know what. A thought popped into my mind. Why would power corrupt for the top tier heroes unless they were already insane? It wouldn't happen. Their job is easy. Most of them are invincible. If anything it's the either C or D list heroes that would get corrupted. Imagine trying your best to save people. You're risking your life everytime and everytime something wrong happens, You get blamed for it even though you tried your best.

There are people with power IRL who do a lot of good and don’t do anything too bad. Nobodies perfect, not even superheroes. But the whole “give a person power and they’re guaranteed to be corrupt scumbags” thing isn’t really true.

Yep. We all have power, just by existing. The smallest human baby alive could still drown an bug, if they had any mind to. Everybody gets into situations where the beings around are stronger or weaker than them. That experience is half of growing up, right there.

That's partly bullshit. Power allows you to get away with shit, and thinking you'll get caught is the main deterrent to some people behaving like shit. Yes, that means their mindset was always sketchy, but power corrupts their behavior. Eventually they can even delude themselves into thinking that because they get away with shit there's nothing wrong with what they're doing.
