Pre-Crisis, Shiva's family name was first given as "Wotami" which is kinda nonsense, then "Woosan" but the fact that she was "Sandra Woosan" hinted that she might be of mixed ancestry. At no point did Denny O'Neil ever clarify if she was actually Chinese, and instead hinted that she had a string of fake names. Cassandra's Batgirl series seemed to dismiss that, however, instead firmly stating that when she was still a kid she'd been "Sandra Wu-san," so it was most likely her real name. However, Gail Simone muddied the waters again by deliberately being vague about Shiva's ancestry in Birds of Prey, and opening the possibility that she's from a fictional exists-in-the-DCU-only country. The country her village is in was never named.
