The only shows that ended abruptly and without a conclusion were shows that either didn't do well, weren't CN originals to begin with, or were sold off for tax reasons. Cartoon Network as a whole has ended their shows properly almost every time they've had a run, there's no need for specials to wrap everything up.

The thing is that most Nick shows didn't have proper finale/felt having an abrupt ending, while most CN shows have a decent and acceptable finale that it would be insulting to try to bring it back. It would feel like selling out.

Nickelodeon is exactly the same channel as it was in the mid-90s. It was a channel for 10 year olds then, and it's still a channel for 10 year olds now.
Cartoon Network OTOH, was a channel that geared a bit older in the 90s. Shows like Dexter's Lab, Powerpuff Girls, Cow & Chicken, etc were all shows that could be enjoyed by children, but they were also designed so that adults could enjoy them as well. This is not the case with Nickelodeon's cartoons.
Since those days, Cartoon Network has rebranded itself several times to skew its target demographic younger and younger and today it falls more line with Nickelodeon's. Bringing back their older series from the 90s wouldn't make any sense from a demographics standpoint, unless they completely revamp them and aim them at younger children like they did with the Powerpuff Girls reboot from a few years ago.
Because they were built on "nostalgic" content and up until around 2003/2004 were chock full of Hanna-Barbera cartoon "specials" already. You'll never see them do that with their own shows.
Assuming you're an adult, I would hope your interest in cartoons stems largely from your nostalgia for them. Because 99% of cartoons are aimed at very, very young children.

Cow & Chicken, now that I think about it, could go the Catdog route and have Mom & Dad reveal they're adopted and they go find their real parents only to learn family is what you make of it.
But Courage would be ruined if it went the GF route and created a villain that caused everything that ever happened to the Bagge family.

Boomerang is just a cartoon streaming service now. It's not really advertised at just kids anymore since it has all the classics and some new original exclusives. I couldn't see a CCD prequel revival being successful on CN because Courage is out of touch with this generation of kids, but through the Boomerang app/service, I think it'll see more use.

I can't think of any big classic CN shows that would benefit from a modern special or ending episode. Their biggest shows already had decent endings or multiple specials/movies while they were airing.
