Executive meddling the movie. Basically everyone had their fingers in AoU. Bendis, Quesada, Iger, Dan Buckley, Alan Fine, all were shoe-horning in ideas, on top of what was a pretty weak script ultimately. Because everyone's ideas had to be given time, no one's ideas got enough, and none of it really gelled. If you strip out all the teasers for future movies and use that screentime for the twins, developing Ultron, and then later Vision, it all would work.

This plus people where high on the idea Whedon delivering the first Avengers movie that they overlooked his flaws

They made the villain Ultron because Whedon wanted him. He wanted him to be the villain in the first Avengers movie even.

There was nothing wrong with Ultron's character, it's just that the script didn't give him enough to do

Thing is even if you have issues with quips Whedon is probably the only saving grace of the movie. He insisted on the farm scene being there and given enough time, and the party hammer lifting scene also screams Whedon. Those 2 scenes as well as some lines of dialogue really developed the interpersonal relations between Avengers, which is really the main positive you can get from this movie and a building block for later movies.

Not when Incredible Hulk and Thor Dark World exist.

Age of Ultron is great, Avengers 1 is overrated garbage.

Ultron was the most intimidating right at the beginning when he was the broken Stark drone, and then he jobbed the rest of the movie.

That robot was so fucking sexy!

The parts of the movie that really work are all things Whedon fought for. The dialogue is what it is, could be better, but people really fixated on individual lines as if that's a critical flaw.

The thing that gets me most is the reception of the "language" line. Sure the line itself may be slightly out of character for Cap and is making a joke at his expense, but it and its callbacks really participate in building the Avengers as a real group of people who spend time with each other and banter.

the last movie (aside from Guardians) was Winter Soldier, where SHIELD was found out to be infested with Hydra and subsequently collapsed
Cap gathered the Avengers to clean up Hydra because they're a world wide threat, especially now knowing that all the shit SHIELD had (like the scepter) was actually in evil hands

At the end of Winter Soldier, Nick Fury says he's going to Europe to finish off the "rats didn't go down with the ship." So him showing up in Europe with some SHIELD resources makes sense, even without any kind of AoS tie-in.
