Honestly Darkseid is one of my favorite villains. Most of the time he's incredibly intimidating but sometimes he'll just do some weird shit.

JMS pitched a story about Gwen secretly giving birth to Peter's twins, and after she died, they were found by Norman Osborn, and raised to hate Peter, believing he'd killed their mother. They were rapidly aged up for reasons, and Norman sent them out to kill Peter.
He wrote the first issue, it was drawn and published.
Marvel then decided that Peter couldn't be the father, and the rest of the story had to be re-written to make someone else the father of Gwen's twins.
It had to be someone who was a character in the books at the time, and not some random OC, which restricted their options to Norman, Harry, Flash, or JJJ.
It had to be someone Gwen, or any other woman, would want to have sex with and have their babies, which meant it had to be Norman.

And then Marvel did a story which asked readers if Peter would cheat on MJ with the daughter of Gwen and Norman.
