This is was never foreshadowed in the slightest. She blushed once and that's basically it.

My first thought is that maybe the censors stopped it from being more apparent, but Adventure Time managed to do basically the same thing like 10 times better and it wasn't nearly as out of the blue when PB and Marceline kissed in the finale.
Is there actually a reason for this? Or did they just make it up for like the last episode?

Both were secondary characters, though and they did have some slight buildup over at least 2 seasons as well as flashbacks showing a time when we're led to assume they did spend time building a strong relationship.
