Has the Joker actually ever committed any sex crimes like rape? He'll put people in humiliating situations that have sexual elements, but I always got the impression he was basically asexual. He doesn't care about sex, and while he may be (consciously or not) gay for Batman is more of a Platonic thing. Joker just doesn't seem like a character that cares about sex at all.

The funny thing is that the Joker WAS supposed to die in his second ever appearance, exactly because Bill Finger felt that recurring villains would make Batman look incompetent. He was overruled by his editor, who had the ending changed to show Joker still alive.
