Because animation is expensive. The cheapest solution is simply to do as much of it in live action as possible, and animate the rest with videogame-quality graphics. Then tweak the writing to slash the special effects budget even further.
Or if you're really targeting an adult audience for nostalgia but don't want them to be too embarrassed to see it because it's a cartoon.
