The real answer is the official concept art had Bart wear a blue shirt, but they decided to change it to red at the last minute. They still kept the original blue shirt concept art though, so whenever they'd license the character for something (toys, video games, comic books, Butterfingers, etc.) they would give him a blue shirt.
Also, the Tracey Ullman shorts alternated between blue, red, and green shirts.

When I was a kid and I saw this I remembered the episode ending on this glare shot. I thought it was going to be a two parter and that early Simpson episodes did that. I also thought the episode where the campers are attacked by a Jason parody was a serious two parter, even though that was pretty much a side gag. Spent a long time looking for the supposed second halves of these.
