Zim is a narcissist. If Steven can convince him that he doesn't need the Tallest's and the best way to show off his superiority is to be Earth's savior then he'd be less of a threat to Earth. That said I still wouldn't call him "good". That's like saying Homelander is the good guy because he saves people.

Zim is a weird character that basically becomes more dangerous when you take him more seriously. Also unlike the gems, he isn’t lazy on his objectives and can fuck you over pretty hard when you ever assume a victory from him.
The Irken seem extremely petty and self-absorbed at the best of times, and Zim is apparently a defective model, so that might be the most efficient route to take under the circumstances.

Given that Zim is usually a boob but is capable of being competent (albeit not always consistently), he'd probably assume some kind of arch-nemesis relationship with the CG's where he periodically shows up to cause havoc but is usually foiled.

Ultimately the main issue a lot of the people Steven reforms is that they aren't happy with themselves, and are trying to hide/kill that part of themselves through their deeds and personalities, Steven basically teaches them to try accepting themselves for who they are and quite lashing out at the world instead.
Zim on the other hand absolutely fucking loves himself, he's literally perfect in his own eyes and believes without a single doubt in his mind that the Tallest adore him.
It'd be like Kevin, the only "villain" Steven couldn't reform, times a million.

It'd work too. There's a nick comic that, at least until florpus, was the closet to official ending to Zim since Vasquez drew it. Zim figured out how to slightly improve his disquise (wiggle his thumbs different) and distracted Dib for a few seconds. This was enough time to successfully take over the world.

The problem here is that I just don't think Zim has it in him to actually value human esteem. He plainly hates NOT being taken seriously by them, but that's just rage and contempt on his part. I don't think he would ever really get anything out of the esteem of any living being that isn't the Almighty Tallest.
Peridot is literally the SU Zim, from IZ mega-fan from childhood Rebecca Sugar. That's as official an answer for the SU universe as you're going to get.
The huge difference is the tone of the two shows though. IZ is probably too hopeless, SU is probably too hopeful. With the SU tone, Zim is redeemed, only sort of anyway. With the IZ tone, Steven is randomly killed for no reason because existing is nihilistically pointless suffering in an Evil Capitalist TM Hell Dimension and everything is better off dead ASAP. Both are kind of ideological masturbation.
Since nearly everyone in IZ is meant to be retarded but in SU they're not meant to be (writing criticisms aside), I'll go with the argument already put forth on "neutral" ground that they could probably outsmart Zim. He wouldn't be "good," but they could convince him he'd already conquered Earth or some shit, and get him to harmlessly fuck around happily somewhere. Kind of like Peridot but much more bleak and cynical. Maybe more like tricking the Rubies to be dark, who despite being handled nicely with kid gloves were literally BTFO to float aimlessly in the void of space for eternity. And they probably had more common sense than Zim.
