Not clicking the link but that passage sounds like he's trying to write something Captain America would say. As someone who hated Waid's ANAD Avengers and Champions runs but liked his other stuff, I think that passage isn't bad at all. Maybe could do without the "take to the streets" bit if the editors were hesitant with the whole thing.
