I liked the toys but didn’t care as much for the cartoon. I liked the cartoon GI Joe more than I liked the toys, so I watched it but didn’t have as many toys, as I did if He-Man, which I didn’t watch as much as GI Joe. I was a weird kid.

I've watched a He-Man episode before and it was shit. It was everything a parent could ever want in a cartoon: sterile animation, bland writing, character designs so anatomically correct that they come off as horribly milquetoast, and patronizing lessons.
I'm glad that cartoons like Dexter's Laboratory, Rocko's Modern Life, Grim and Evil (and it's spinoffs), and Kids Next Door exist.
Some parent's angry because the 90s and early-mid 2000s dared to challenge the standards set by the 80s. Face it, the 80s were just another extension of the 70s, absolute trash.

Looney Tunes was never meant to sell toys. In fact, a lot of cartoons were never supposed to sell toys. It wasn't until the late 50s-60s when sponsors began to back TV animation that cartoons began to be more toy driven, and it was less subtle by the 80s.
Well yeah, the first weren't even meant for tv. They still moved merchandise like toys and comics.
Like you said, the 80s were less subtle about it and that's probably why there were so many iconic cartoons. Every other cartoon brought up in was specifically made for a cartoon channel that had to be sold for kids.

Well, that was the case....in the 80s.
In the 90s, a whole ton of subversive cartoons came out that completely reshaped the cartoon industry. Rugrats, Dexter, Powerpuff Girls, you name it. And that additude continued into the early 2000s, with Billy and Mandy, Invader Zim, Teenage Robot, and of course, the old Spongebob.
There were still toy commercials, but they became less and less common until Pokemon and Yu-Gi-Oh came along.

Except that they originated as ideas brewing in their respective creator's heads, like nearly all cartoons during the 90s and 00s.
In fact, the popularity that led to merchandising was more of a happy accident than like, say, He Man or Transformers, where it was planned from the start.
