If he cares about crime in Metropolis then he should run for Congress and use his connections and fame to push through legislation to tackle the causes of crime like deprivation, gang culture and lack of opportunity.

he's invincible, if not by way of his own abilities then by plot armor, and he's the epitome of morality. both make him unapproachable. he's basically the lone ranger. that's not relateable and that shit doesn't really fly anymore, superman's just grandfathered in. the question was how would you modernize him, not how would you keep doing the same old crap.
he obviously isn't superman without his sense of right and wrong, it doesn't make much sense to take it from him, and making him "ebil lol" is one of the shittiest tropes that's been done and overdone for him and everyone else and the end results are usually bad.
the far more interesting question is, is he still superman without his powers? the answer of course is yes, that's the point of superman, that his will and determination and desire to right the wrongs of the world aren't something inhuman, he just has an inhuman capacity to do something about it. that's why he's stood the test of time, not because of his op powers or terrible costume design or countless shitty story arcs, and that's what people should be reminded of.
yeah yeah, marvel took everyone's powers away, it's been done blah blah blah. whatever. superman is an extremely unique opportunity. he's simultaneously a single character and the prime archetype, so exploring any concept with him can be both highly focused and microcosmic and still speak broadly about superheroes in general.
plenty of writers have tried to force you to look at superman through a human lense, to try to examine how he thinks and feels in contrast to how we think and feel. it's a shallow way to try and make him more human. to force superman to look at himself and the world through that same lense is entirely different.
make him effectively human. it'll just be totally disregarded as noncanon or retconned anyway.

By not trying to make him "modern" at all. In fact, go backwards with it and make him a period piece.

If you took Supes powers away from him there's a good chance he would quit fighting crime and start serving the community in some other way,

Clark Kent is not Bruce Wayne, Superman has powers and thus has a responsibility to use them for the good of mankind, if you remove that he's not going to start fighting crime as a civilian. He'll either keep doing heroism as a reporter (writing stories exposing corruption) or join the police/fire fighters.

Honestly Supes may be relieved, he no longer bears responsibility for not stopping every disaster in the world 24/7.

What this means is that removing his powers and then having Superman go all Batman feels unnatural and yet the writer *is* writing a Superman book so he can't just allow Clark to retire to a peaceful civilian life. Most of the time they just try to limit his power-set instead or give him new ones entirely.

The problem isn't making him more modern, it's making the timeless ideals he represents palatable to a culture that wants to piss on anything that wasn't made in the last decade.

he could lose his powers for whatever contrived reason and disappear off the radar to grieve for his immortality and reflect on his place in the world. rumors that he's dead, metropolis goes to shit. justice league isn't the same without his leadership, they deduce he's clark kent who hasn't called into work and track him down. they find superman in shambles, convince him that he has to return as clark or he'll be risking his safety if he's found out. he then has to cope with being a regular human being, and in a world that has to cope with the loss of superman no less.
from there you could go your reporter route or the batman route if you wanted to explore a world without superman, but that's not really new territory and there's plenty you could do to justify a run without that as padding.
instead, he'll realize the impact of superman's percieved death, that superman's a hero to the world regardless of whether he has superpowers, and then make some kind of outdoor public appearance in costume to reassure people and further the plot.
they'll question whether he's really superman after weeks have passed since his rumored death and demand proof, that he do some supermanly feat. he'll decline and reveal that he is no longer superpowered to an uproarous gathering of the press and public. tons of questions fly but before he can answer any of them, whichever villain that's been fucking up metropolis in the wake of his death throws a car at the podium where he helplessly stands, landing squarely on him and apparently crushing him to death. the jobber attacks the crowd, the car stirs dramatically and then superman says some half smart ass half preachy shit of screen/page before he throws the car back into the jobber's chest. fight ensues, superman's back, yada yada.
call it a dream, the power of his self-doubt, a ruse to draw out the villain.

Everything you've said was already done before. Twice in the span of two years with two different versions, even (during Convergence and shortly before Rebirth). It's a lazy tactic and it doesn't work, because the only people who notice are the fans that actually care about the character.
