I wouldn't compare it to dragon fursonas; people who draw those usually try to make them look a little more visually appealing. Sisu's face looks just unsettling.
I think the facial proportions look too much like a human's, and the character would look better with a longer snout or some other generic dragon characteristics added to it. As of now, I feel that Sisu looks like Elsa after some freakish mutation accident.
Other than the face, I like the rest of it. Taking inspiration from fish seems like a neat concept.
