Steven came up with it on the spot, and apparently it was the only thing that would've worked since none of the other more-experienced gems had better ideas. Plus he still manages to escape Homeworld and resume doing regular townie shit after being stranded and there weren't any truly lasting consequences to that (one could argue that he left Lars, but he managed to find his way back AND rescue all the off-colors). When was the last time he was truly in the wrong and everybody else had to deal with the permanent fallout of that mistake?

No, Steven could easily redeem him. The thing is, Adolf Hitler wasn't some kind of evil lunatic who did things out of spite, he was rather sensitive man. This is exactly the type of character Steven always redeems because he can connect with their emotions.
It's the stone cold sociopaths that would ruin Steven. Characters who are unable to feel remorse or empathy towards other people. Characters like Dio Brando or Eric Cartman are like this.
