I had these old magazines from the 70's were they made comics out of baseduzmultfilm stills. They used to show professor Balthazar on the children's hour and also that czech(?) claymation with the =) faced guys in a red shirt and yellow shirt.
When youtube came I watched many that was available in engsub.
There also used to be a cheburashka and gena hand puppet TV-show in the 70's, but I weren't around then. There's probably many more I can't recall/too young to have watched. Up until the late 80's I think we imported more commie cartoons than american ones.

Most of the russian comments interprate it as a metaphor for the winds of change the soviet people were experiencing at the time. From stable conformity where everybody had their job and went about their duties to a literal collapse of everything they knew in the end with lots of scary new things along the way.
