The supplementary comics had Widow apprehend him during Incredible Hulk, so he was in SHIELD custody and then either Hydra got him or the government did.

I think the ones stealing tech in both antman movies were confirmed to be the ten rings.
There's one guy with a Ten Rings tattoo in Ant-Man, but he's working with the ex-Hydra guy.
I don't think there's any indication that Burch's employer in AntWasp is related to the Ten Rings, or any indication of anything for that matter.

Ghost's fate is pretty clear at the end of AntWasp, she's on the run with Bill Foster, and the ANTS team will help her get quantum energy to heal her.
But then the Snap happens, and we don't know what happens with her. If she got Snapped, then she's back in Endgame and it's all cool, ANTS can give her more energy. But if she didn't, then she continued to destabilize, suffering unspeakable pain, until she probably dissipated completely.
Let's hope she got snapped.

Still did not really explain the whole Ten Rings from the first movie thing at all. They were building up to some huge mastermind behind all the events in Tony's life and then...IM3 dropped all of it.
Don't forget virtually no Iron Man appearing for majority of this movie. And also he can't use the suit because it's not powered by the arc reactor, but some electric battery that needs recharging.
The Ten Rings in IM1 was just a distant reference to Mandarin's iconic rings and nothing more. Stane was the mastermind, and he was dealt with.

His "heart attack" and everything else was just staged and he's secretly been either controlled by or otherwise advised by The Leader, who either way is still the one calling the shots. Then again they did that with Hydra secretly controlling SHIELD, so... At least it would make sense that Ross's people arrested Leader and tested him but then he managed to use his big fat brain to worm his way into thier organization.
